I'd be exceedingly surprised if the banner was having any effect at all on the forum, as it consists of very simple code, no more so than me doing

I'm afraid it is probably either something going on with the servers, or your home internet connection. In fact I am going to assume it was a temporary blip as my connection is fine at the moment.
