I think it is an affection thing, rabbits nip each other as a sign of affection and with it accompanying the licks, I think that is what t is. You could squeal loudly when he does it, then he will know he has hurt you as buns scream out when in pain or really frightened.
Is it your clothes he is biting or actusally your skin?

Re: how to stop a baby biting?
This is just like puppies.
From when they are born until about 10 weeks of age, they learn from their littermates about biting. In theory if they have had this crucial period then owners shouldn't have a problem with continually being chewed at. However if a pup leaves to early then they don't learn this and the best way to go about it is to do as a littermate would when bitten and squeal.
