I haven't noticed that he's been scratching them a lot, the insides look fine, it's just the outside, should I take him to the vets?

I'd maybe keep an eye on them and see before getting him to the vets. Willow's ears went through a flaky/hair loss stage without the itching and they healed by themselves.

If you notice him scratching though I'd get him up to the vets Thumbs Up

I't could be mites or just a touch of dry skin I would keep your eye on it or if you are worried just pop him to the vet's.
